Criminal proceedings for events occurring in Cartagena are heard before the courts based in the city itself, within the structure of Courts of First Instance (Tribunales de Instancia) established by Organic Law 1/2025.
In addition to Cartagena, the judicial district comprises the municipalities of Fuente Álamo de Murcia and La Unión. Offences carrying the most serious penalties are tried before the Provincial Court of Murcia, which also decides appeals.
An arrest made within the municipal boundaries of Cartagena, Fuente Álamo or La Unión leads to the detainee being brought before the Investigating Section of the Court of First Instance based in Cartagena. Following Organic Law 1/2025 of 2 January, the former investigating courts have been integrated into that structure, and the district’s magistrates’ courts (juzgados de paz) have become Municipal Justice Offices, with registry and support functions but no investigative powers.
