Can the sentence be served at home? Yes, transfer is possible under the EU framework and under bilateral treaties. It takes months of paperwork and it does not happen on its own: somebody has to push it.
What is third grade? A semi-open regime that in practice means sleeping outside the prison. Getting there is worked for, with reports and a documented plan.
